Rudy LeFlore
Founder & CEO
Mr. LeFlore specializes in transit procurement and has worked in the industry for 30 years. Rudy’s expertise has been integral to helping many agencies navigate projects and processes that may be new to them. Having worked with numerous agencies across California, Mr. LeFlore brings insights from a variety of agencies, projects, and organizational structures. His experience in government contracts include work as a Buyer Contracts Administrator, Senior Manager, Contracts Director, Assistant General Manager, and Consultant. As an expert in procurement compliance, Mr. LeFlore teaches a course at The University of The Pacific where agencies can learn the ins and outs of not only procurement compliance, but project compliance when federal funding is involved.
Natalie Freeman
Senior Regulatory Compliance Consultant
Natalie specializes in Project Management and regulatory compliance. As a senior consultant with over 8 years of transit consulting experience, Mrs. Freeman has assisted on several transit projects, with a focus on project and procurement management. Natalie is a certified PMP (Project Management Professional). Prior to joining TLG, Natalie worked in the healthcare compliance field for five years. Mrs. Freeman's regulatory compliance experience has allowed her to develop an expertise in implementing industry best practices and regulatory compliance while helping organizations seamlessly integrate them into their existing operations. Natalie has also helped several agencies navigate project audits, triennial reviews, and Procurement System Reviews.
Terrance Brown
Senior Management Consultant
Terrance is a Senior Management Consultant with a decade of project management experience. He has worked in both the private and public sectors, helping complete projects and address operational challenges. At The LeFlore Group, Terrance manages capital projects for transit agencies, including zero-emission transit initiatives, providing support to help them achieve their goals while ensuring regulatory compliance. He also trains agencies in project management and procurement. Terrance maintains a flexible approach to project management, ensuring that solutions are practical and tailored to each agency's needs. He values collaboration and works closely with teams to guide projects to successful completion, making him a dependable partner for agencies navigating complex transit initiatives. Terrance is a Project Management Professional (PMP)® certified by the Project Management Institute (PMI). He holds a bachelor's degree in Learning and Organizational Change from Northwestern University and a master’s degree in Business Administration from Louisiana State University.
