FTA Compliance - Public Transportation Agency Safety Plans (PTASP)

The Public Transportation Agency Safety Plans (PTASP) regulation requires operators of public transportation systems that receive federal funds to develop an Agency Safety Plan (ASP). 


This plan should include the processes and procedures to implement a Safety Management System (SMS). SMS is a comprehensive, collaborative, and systematic approach to managing safety.


A thorough risk assessment includes the ability of an agency to consider existing mitigations to discover if a safety risk is adequately addressed or if additional action is necessary. Safety risk assessment supports decision-making and helps an agency prioritize hazards and mitigations based on safety risk.


Data is a critical building block in a successful safety risk assessment process. Data helps determine which potential consequence(s) of a hazard to assess based on data trends and helps to determine likelihood and severity. One can strengthen the safety risk assessment process by: 


  1. Combining quantitative data to narrow down severity and likelihood

  2. Using qualitative data to interpret how the quantitative data should be applied to the specific potential consequence. 


FTA published the first major update to the PTASP regulation, which incorporates Bipartisan Infrastructure Law requirements to make transit safer for both transit workers and passengers. These requirements include: 


  • Advancing safety management system (SMS) processes, 

  • Increasing frontline transit worker involvement, 

  • Expanding de-escalation training, and 

  • Addressing safety risks, including assaults on transit workers, transit vehicle-pedestrian collisions, and infectious disease exposure.
